broadcast

Usagebroadcast
Lets an empire, or a faction serving it as its Warden, use the empire's broadcast tower to influence loyalty through propaganda campaigns. On a planet split into districts it affects the district you are standing in; on an older undivided world it affects the whole planet. Standing back from the ground itself, on the planet's worldmap or at the tower in your HQ, widens the campaign to every district you hold within reach, for a premium. See Reach below. Usage: BROADCAST: Activate your clan's broadcast tower Requirements: - Must be in an empire, or in a faction serving one as its Warden - The empire must have a broadcast tower built at its HQ, a Warden uses the empire's tower rather than one of its own - Must be standing on a planet, or in your HQ's broadcast room - Your own clan's bank must have sufficient zenni Mechanics: - Cost: 5,000,000 zenni x the empire's broadcast tower level, for a broadcast made inside the district itself. The wider sweeps are priced per district reached, see Reach below - Effect: Raises or lowers loyalty by the tower's level, based on who owns the ground you are standing on. A Warden's broadcast counts as the empire's, lifting the empire's own districts and dragging down its rivals' - If the empire owns the district (or planet): raises loyalty - If it is unclaimed or held by a rival: lowers loyalty - Funds come out of your own clan's bank, so a Warden pays from the faction's treasury, not the empire's - A district under an active siege cannot be broadcast to on its own soil, you must repel the raid first. A wider sweep passes over it instead, at no charge - All clan members are notified when broadcast is used - Note: a rival-owned district shields its loyalty with structure, so lower its structure with sabotage before broadcast can drive loyalty down to capture - A broadcast that cannot change loyalty, already at its peak, already floored at zero on owned ground, or already at rock bottom, is refused at no cost, while a broadcast that moves loyalty even part way, including onto exactly 100, 0, or -100, fires and is charged normally Reach: Where you stand decides how far the campaign carries, and what it costs. Inside a district: that district alone, at the usual rate On the planet's worldmap: every district you hold on that world, at a 10% premium per district In your HQ's broadcast room: every district you hold on every world, at a 100% premium per district - Cost per district reached: - Worldmap: 5,500,000 zenni x tower level - HQ broadcast room: 10,000,000 zenni x tower level, double the usual rate - Every district reached takes a full strength campaign, the same loyalty swing it would get from a broadcast made on its own soil - Only your own districts are affected by either sweep. To drag a rival's loyalty down you must still stand inside their district - Districts under an active siege, and districts already at peak loyalty, are skipped and not charged for, so you only ever pay for ground the campaign actually reaches - If your empire holds no districts in reach, or every one of them is skipped, the broadcast is refused at no cost - The empire-wide sweep from the HQ broadcast room is the empire's own to order. A Warden may use the other two, but must carry the message to the ground it means to sway Building a Broadcast Tower: - Empire leaders can build one at their HQ using BUILD - Tower can be upgraded to level 25 maximum using REMODEL - Higher levels = stronger loyalty changes per broadcast - Upgrade cost: 100,000,000 zenni x (current level + 1) Details: - Only empires can build broadcast towers, but a Warden faction may use the empire's tower on its behalf - Strategic tool for planet conquest and defense - See HELP HEADQUARTERS for building information - See HELP PLANETS for loyalty mechanics
