Usagedevelop | develop specialize | develop [confirm] | develop rally [confirm]
Develop is how an empire builds up a district it owns. Only the clan leader or a general can order development, and you must be standing in the district. A warden faction's leaders and generals may also build and upgrade facilities in the empire's districts, paid from the faction bank and their own carried materials, but only the empire itself may set or change a specialization. Type develop to see the district's status: its specialization, each of its three facilities with their level and current buff, the cost and materials for the next upgrade, and a progress bar for anything under construction. Commands: develop Show the district's specialization and facilities. develop specialize Choose the district's specialization (empire only). Changing it is free while nothing is built, but once any facility exists it costs the re-specialization fee and razes every facility to level 0, so it asks you to confirm first. develop Show one facility's next upgrade, cost, and materials. develop confirm Pay the zenni, consume the materials you are carrying, and start the build timer. develop rally Preview a Mobilization Broadcast from a Bastion district's War Command, its cost and scope. develop rally confirm Pay the zenni and broadcast the district's buffs to the whole empire, everywhere, for one hour. Types: Exchange, Forge, Garrison, Bastion, Sanctum, Farm (see help districts for the three facilities and buffs each one provides). Only one facility builds at a time per district. Facilities cost zenni plus materials and take time to finish, and each level demands a higher minimum material quality, anything below it is not accepted: L1: 400, L2: 800, L3: 1200, L4: 1600, L5: 2400 Beyond their buffs, every facility level also deepens the district's structure pool, making it tougher to raze, so building up is itself a defense (see help districts). Mobilization Broadcast: A Bastion district's War Command can rally the empire, projecting its buffs to every member everywhere for an hour, paid from the clan bank. Type develop rally to preview the cost and scope, then develop rally confirm. Full details, including which buffs travel, are in help rally. Reconstruction: If you lose a district, your empire remembers what it had built there. When you develop a district of the same specialization on that same planet, rebuilding each facility up to the level you lost costs half the zenni, materials, and time. The confirm screen marks these builds as reconstruction. The discount lasts until you are back to your old level, then normal costs resume. Defend what you build. A district left to fall into rebellion loses some of its facility levels, though reconstruction helps you recover afterward.
